2.0 Regional Metropolitan Wastewater Management Commission Wastewater <br />System Development Charge (Regional Wastewater Charge) <br />2.1 MWMC Wastewater SDC Formula <br />In addition to the local wastewater SDC collected, a .Metropolitan Wastewater <br />Management Commission (MWMC) Systems Development Charge (also known as the <br />Regional Wastewater SDC) will be collected on all new connections to the system. This <br />charge is a combined reimbursement and improvement SDC. The Charge is meant to <br />recoup the region's investment in reserve sewage treatment capacity and recover an <br />equitable share of the capital necessary to increase capacity for new development. This <br />charge is imposed on ail new connections by all new or existing development in the <br />Eugene-Springfield area, and for expansion or changes in use of existing development <br />that increase impact on the MWMC facilities. When recommended by MWMC, the City <br />will adopt amendments to this methodology pursuant to EC 2.019 and 2.020. <br />The reimbursement fee is based on the current value of the regional wastewater facilities <br />in place on the date the rate is established. Outstanding debt and any state and federal <br />grants are subtracted from this amount to determine. the local equity. An analysis of the <br />regional wastewater facilities reveals that there are several individual measures of <br />capacity which impact cost and together determine the overall capacity of the regional <br />.wastewater system. These measures of capacity are average flow, peak flow, <br />biochemical oxygen demand (BOD), and suspended solids (SS). The present capacity of <br />the wastewater facilities are shown in Table 5. Based upon the regional system analysis, <br />the value of the regional system is allocated to each of these types of capacity, reflected <br />in the percentages shown in Table 5. -Costs per unit of each capacity measurement can <br />be determined by dividing each measurements allocation of local equity by its capacity. <br />The improvement fee is based on the estimated future cost of capacity-increasing <br />projects included in the MWMC five year capital improvement program at the time the fee <br />is calculated, the allocation of that future cost to the capacity measurements, and the <br />amount of each type of capacity being increased for each element. MWMC intends to <br />maintain a twenty year schedule of capital projects and for individual capacity-increasing <br />capital projects to be scheduled to begin when one or more of the individual <br />measurements of capacity are estimated to reach 85% of their design. Projects will move <br />into the MWMC CIP as their scheduled construction year enters the CIP's five year <br />window. <br />2.2 Calculating the MWMC wastewater SDC <br />The MWMC wastewater SDC shall be determined by using the reference data contained <br />in Attachment 4 of this Appendix C which describes flow estimation units (FEU) and <br />associated flow and strength impacts of various types of development together with the <br />unit cost of flow, BOD, and SS. If information for a particular development is not found in <br />Attachment 4, it shall be formulated using average data of like or similar development as <br />determined by the City Engineer. For any development, the MWMC wastewater SDC is <br />determined by the following formula: <br />~ Multiply the estimated gallons per day of flow per FEU, estimated pounds per day <br />BOD per FEU, and estimated pounds per day SS per FEU by their respective unit <br />cost; <br />City of Eugene SDC.
