Improvement to full City standards is not supported by the abutting. residents at this time. <br />(This is typically shown through an unsuccessful polling for full improvements by the City.) <br />2. The proposal provides sufficient access for emergency vehicles. <br />(This is typically shown through obtaining an affirmative statement from staff of the Fire <br />Marshal's oi~ice.) <br />3. That all utilities are already in place which need access through the right-of--way the area <br />proposed for the temporary surfacing permit. <br />(This is typically shown through reviewing existing utilities' as-built drawings or obtaining <br />written concurrence from the utility providers.) <br />4. If public storm drainage facilities are proposed or required, those facilities shall be designed <br />to meet the current stormwater facilities design criteria applicable for a full public <br />improvement. <br />(This is typically shown by having the stormwater design and plans prepared by a <br />professional engineer licensed in the State of Oregon. Public Works Engineering manages <br />the Privately Engineered Public Improvement (PEPI) process.) <br />5. If fill sections are proposed in greater than 2' depth, that those facilities are designed to meet <br />structural fill criteria applicable for a full improvement. <br />(This is typically shown by having the roadway design and plans prepared by a professional <br />engineer licensed in the State of Oregon.) <br />6. Proposed materials and methods of construction meet or exceed the standards identified <br />herein. <br />(This is typically shown by agreeing to have the proposed construction under the temporary <br />surfacing permit managed by a professional engineer licensed in the State of Oregon or by <br />a bonded contractor with experience in public road construction in Eugene.) <br />7.
