the standards and procedure to fully improve a street within public right-of--way to City standards <br />and acceptance for City maintenance. However to facilitate better access to their property, an <br />abutting property owner(s) may wish to make minor improvements in the public right-of--way short <br />of those full improvements to City standards. While street improvement to full City standards is <br />recognized as the preferred long term solution, often financial constraints or other issues outside the <br />control of the abutting properly owner makes a less than full improvement a viable option. <br />The City wishes to have standards and a process in place which allow an abutting property owner <br />to show proof that a full improvement is not currently a viable option and which would allow the <br />granting of a temporary surfacing permit to the abutting property owner(s) to make minor and <br />temporary access improvements within the public right-of--way until such time as a full improvement <br />becomes possible. <br />A temporary surface permit shall be obtained prior to the placement of any private surface upon, over <br />or under the public way. The permittee shall be required to pay all permit fees and user fees as <br />established. Issuance of a temporary surfacing permit does not relieve the permittee from obtaining <br />any other permits which may be required. Examples of other permits which may be required are <br />erosion and wastewater or stormwater connection. As with all right-of--way permits, the Cit\- <br />reserves the right to revoke or cancel the permittee's permission to use the public way at a later date. <br />Temporary surfacing permits shall be subject to conditions approved by the City Engineer or <br />-designee including, but not limited to all standards for temporary traffic control, construction <br />practices, and right-of--way restoration included herein. EC 7.445(1) <br />The City will not perform maintenance activities for temporary surfacing placed under this <br />permit process. <br />2.H.1 Application <br />Application to use the public way under either a "type one" or "type two" temporary surface permit <br />may be made to Maintenance Planning staff at either the Permit and Information Center or at the <br />Maintenance Division Offices at 1820 Roosevelt Blvd. <br />Applications shall be made on a standard form provided by the City. All relevant portions of <br />application form and standard attachments must be completed prior to submittal to the Cit<-. <br />Incomplete applications will not. be processed and will be returned to applicant. <br />Application for a temporary surfacing permit must be made by a representative of the owner or <br />operator of the facility being installed.
