infrastructure improvement and construction projects shall require a permit issued by Maintenance <br />Planning prior to commencement of utility work. <br />2.G.1 City Engineered and Administered Projects <br />For permit work conducted in conjunction with City .engineered or administered projects, the <br />Inspector will verify that a utility right-of--way permit has been issued and that the Engineering <br />Division project manager assigned to the project is supplied copies of all issued permits and <br />associated plans. The Inspector will perform inspections and respond to all locate requests required <br />during contract construction projects administered by the City until such time as the Engineering <br />Division assigned personnel are on site. After Engineering personnel are on site, they will be <br />responsible for any required utility inspections and locates until substantial completion of the project. <br />After substantial completion, when assigned Engineering personnel are no longer on site, the <br />Inspector will again be responsible. Substantial completion for projects that include street work will <br />be completion of the final paving. Substantial completion for projects not involving street work will <br />be determined by the Engineering project manager. <br />The Engineering Division project manager shall notify the Inspector in writing (by memorandum or <br />electronic mail) whenever utility inspection and locate responsibilities for a project transfer to <br />Engineering personnel (when an Engineering inspector is assigned to on-site inspection) and when <br />responsibilities transfer back to the Inspector (upon substantial project completion). At the time of <br />project substantial completion, the Inspector shall be provided documentation of all field design <br />changes in underground facilities which occurred during the construction project. The Inspector may <br />be required to respond to locate requests after the project is completed but prior to availability of as- <br />constructed drawings. <br />The inspection for any utility facilities relocation which was performed due to the City's contract <br />construction project but which lies outside the limits of the construction project shall be the <br />responsibility of the Inspector. <br />2.G.2 Privately Engineered Public Improvement Projects <br />Provisions for utility permits and inspection for City engineered and administered projects shall <br />apply to privately engineered public improvement projects with the exception that Engineering <br />Division personnel inspect only utility crossings installed concurrent with public improvements <br />inspected by the Engineering inspector. All other right-of--way permit related inspection activities <br />on such projects will be performed by the Inspector. <br />2.H TEMPORARY SURFACING PERMITS <br />SCOPE: The City of Eugene has municipal code and administrative rules in place which specify <br />Utility & R/W Permit Policy <br />Exhibit A - 16 r:\adminord\rules\OOrowrlexa.wpd(09/13/00) <br />
