2.E EMERGENCY PERMITS <br />A permit (i.e. Right-of--Way Cut, Public Improvement, Revocable, Temporary Surfacing) is required <br />for all work within the public wav. However, when emergency repairs of an existing facility are <br />necessary, work may commence prior to the application for a permit. If this emergency occurs <br />during the normal working hours of the Maintenance Division, immediate -verbal notice to the <br />Inspector, Utility Permit and Inspections .Supervisor, or Maintenance Planning Manager is required. <br />In the case where emergency repairs are necessary outside the normal business hours of the <br />Maintenance Division, the Eugene Police Department (682-5111) should be notified if the work is <br />within a street or alley and will necessitate a lane closure. If a representative of the Public Works <br />Department is needed, upon request of the permittee, the Eugene Police Department will notify the <br />"on-call" supervisor of the Maintenance Division. For emergency repairs which are likely to impact <br />street trees, the Public Works Department must be notified and the Urban Forester consulted to <br />determine impacts to public trees. <br />Application for an emergency pernlit shall be submitted no later than the next working day following <br />the emergency repairs. This application must clearly describe the nature of the emergency and the <br />action the permittee has taken to date. <br />The site of any emergency work v~~ill be inspected at the Inspector's first opportunity. The Inspector <br />will ensure that the permit process is followed, the work was acceptably performed, no City facilities <br />°were damaged, and the site returned to a condition as good as or better than that prior to the work <br />being performed. <br />2.F PERMITS FOR CITY OWNED-FACILITY <br />Although not required by the Eugene Code, Public Works Department policy also requires a permit <br />to be obtained for work performed within the public way by or for all other City departments. <br />Requiring City departments to obtain a permit affords the various divisions of Public Works an <br />opportunity to comment on hou° these facilities will affect their areas of responsibility and <br />operations, as well as ensuring that all City-owned facilities placed within the public way have as- <br />constructed drawings completed and submitted to the Engineering Division for record and mapping <br />purposes. <br />2.G PERMITS DURING PUBLIC .IMPROVEMENT PROJECTS <br />Utility installation or relocation «-ithin the public way being performed concurrently with public <br />Utility & R/W Permit Policy <br />EXhlblt A - 15 r:\adminord\rules\OOrowrlexa.wpd(09/13/00) <br />
