POLICY GUIDELINES <br /> RELIGIOUS EXPRESSION <br /> Communications <br /> i Verbal <br /> i <br /> 1. Verbal communication about religious beliefs are permitted during breaks and <br /> ~ lunches, subject to the limitations described in the policy. <br /> 2. Supervisors should exercise an increased level of discretion in expressing their <br /> personal views with the employees they supervise. <br /> 3. Employees should not engage in verbal communication about religious beliefs during <br /> City meetings when not related to City business. <br /> 4. Employees, especially those who work with youth or other vulnerable populations or <br /> <br /> ~ those involved in enforcement activities, should refrain from communication about <br /> religious beliefs when working with the public unless it is related to City business. <br /> 5. Employees must refrain from communication about religious beliefs with fellow <br /> employees or the public when asked to stop, when the fellow employees or public <br /> demonstrates that it is unwelcome, or where it could reasonably be assumed to be <br /> unwelcome. <br /> <br /> I' Cit~quipment a-mail, phones, etc.) <br /> 1. Employees are allowed to privately communicate their religious beliefs using City <br /> equipment, subject to the limitations described in the policy and the policies governing <br /> the personal use of telephones, a-mail, and other City equipment (APPM 3-220.1). In <br /> general, City equipment used for religious purposes is allowed only if such <br /> communication is kept to a minimum, is brief, and does not offend co-workers or the <br /> public. <br /> 2. Each individual subject to the religious communications should be asked directly if <br /> they wish to receive such communication before it is sent. Mass a-mails with religious <br /> content are not allowed, unless there is a business purpose and they are approved in <br /> accordance with policy. <br /> 3. Employees must refrain from communicating religious beliefs using City equipment to <br /> other employees when asked to stop, when the fellow employee demonstrates it is <br /> unwelcome, or where it could be reasonably be assumed to be unwelcome. <br /> Religious Objects or Decorations <br /> 1. Employees may display religious art and literature in their private work space to the <br /> same extent that they may display other art and literature, so long as the viewing public <br /> would reasonably understand the religious expression to be that of the employee acting in <br /> their personal capacity, and not that of the City. The focus of the display should be <br /> directed `inward' for the employees personal benefit and viewing, not directed `outward' <br /> of the employees work space towards the surrounding environment.
