i <br /> POLICY <br /> f The City of Eugene shall not discriminate against employees on the basis of religion, require <br /> religious participation or non-participation as a condition of employment or permit religious <br /> harassment to occur. The City will accommodate employees exercise of their religion and permit <br /> religious expression by its employees consistent with the requirements of the law, the interest of <br /> work place efficiency, and respectful communication. The goal of the policy is to provide a <br /> respectful work environment for all employees and to ensure the City provides services to all <br /> community members in an open and respectful manner. <br /> I <br /> a) Religious Discrimination -The City prohibits discrimination on the basis of religious <br /> beliefs, spiritual convictions, or the absence thereof. <br /> i <br /> i <br /> 1 b) Accommodation of Religious Exercise -The City will make reasonable <br /> <br /> 1 <br /> ~ accommodations for the employees' exercise of their religious beliefs unless to do so <br /> would cause an undue hardship in the conduct of the City's operations. The <br /> accommodation will be made unless to do so would result in more than a minimal cost to <br /> the City, an actual disruption of work, or unless the law otherwise bars it. The City will <br /> be cognizant of, and sensitive to, the various religious beliefs of community members in <br /> the manner in which it provides services to the community. City operations shall be <br /> provided in such a way that they do not create a negative impact on one or more religious <br /> groups. <br /> c) Religious Expression -The City will not restrict personal religious expression by <br /> employees in the work place except where the employee's expression creates the <br /> appearance, to a reasonable observer, of an official City endorsement of religion, <br /> interferes with the efficient provision of public services, or intrudes on the rights of <br /> others. Religious expression will be treated the same as any other legally protected <br /> speech. It will not be prohibited if the City permits other speech. All employees are <br /> expected to be cognizant that others may hold various beliefs and to be sensitive to the <br /> time, place, and manner in which they express their beliefs. <br /> <br />
