A significant effort is currently underway to develop a Facilities Plan for the wastewater facilities
serving the Eugene/Springfield communities. The regional facilities were originally designed in the late
1970's and built in the early 1980's. The design period for these facilities was 20 years, and the system is

i
now reaching that design life. The new Facilities Plan will look forward over the next 20 years projecting
population growth and wastewater demands, as well as evaluate new operational requirements related to
regulatory changes and advances in technology. The preliminary plan has outlined approximately $160
million in capital projects that will be necessary over the next 20 year period to address the needs of
growth and new regulatory mandates. The Metropolitan Wastewater Management Commission
(MWMC) is reviewing the Facilities Plan, and will be taking action on the Plan this spring. The Plan will
then be processed through the Eugene and Springfield City Councils and the Lane County Commission.
Included in the MWMC review will be the revenue needs to support the Facilities Plan implementation,
and the effect of various revenue options on user rates.
Bid Openings -1Vlarch 2004
Date opened: March 11
Location: .Garden Way from Sisters View Avenue to Martin Luther King, Jr. Blvd., and the north
side of Martin Luther King, Jr. Blvd. from Marche Chase Drive to I-5
Project No: 3502
Wildish Construction Company $ 2,079,450.75
Delta Construction Company $ 2,098,900.00
Eugene Sand & Gravel, Inc. $ 2,400,576,50
Land Use Applications - Mach 2004
_
Joe Edgar 3/5
3731 Dove Lane
Create 2 arcels
Suzanna Meninger 3/9 Joseph & Abigail Meninger 3/9
790 Polk Street 477 Loan Oak Avenue
Create 2 arcels Create 3 arcels with fla lots
Schaefer/Hare 3/23 Margolis Family Limited Partnership 3/26
1824 & 1841 Fairmount Boulevard Intersection of Dakota Street & Barger Drive
Create 3 arcels with fla lot Create 2 arcels with fla lot
~
Santa Clara Glen 3/22
North side of Green Lane
East of River Road
Create 13 lot cluster subdivision
e
Beacon Pointe 3/12
Intersection of Beacon Drive & Sedona Road
Create 8 lot residential subdivision
March 2004 PW Monthly Report 6
I
