Establishes right of public employees to form, join, and participate in a labor <br /> organization of their own choosing for purposes of representation and collective <br /> bargaining over matters of employment relations. <br /> 3. Excludes supervisors and managers (state only) and employees involved in collective <br /> bargaining (confidential employees) from unions. <br /> 4.
