Mr. Chouinard said some of the citizen members of the budget committee had mentioned the <br /> ~ issue but noted that there were actually 16 members of the committee and only a few members <br /> had spoken on the issue. He said there was no activity unless the committee took action on the <br /> issue and provided a directive. <br /> <br /> 1 <br /> Mr. Chouinard said there was an emerging issue about contracting out airport services. He said <br /> city councilors were being talked to about services that should not be allowed to be contracted <br /> out. He said there might be a future work session on the issue. <br /> ~ B. FMCS Grant <br /> Mr. Chouinard called for input on whether other members wanted to change the proposal. He <br /> noted that the proposal did not need to be submitted until June but urged that members review <br /> the proposal to see if additions needed to be made. <br /> It was agreed that Mr. Chouinard would take the lead on updating and re-submitting the <br /> application for 2005. <br /> C. Competitive Service Delivery Costing Model <br /> Mr. Chouinard stressed the importance of completing the costing model so the City could be <br /> ahead of the private sector on the issue. <br /> Ms. Boyle provided a presentation on the organizations costing model. She said the project was <br /> an effort to support the organization in providing services in the most efficient manner possible. <br /> She said no financial model fit every situation but noted that adjustments could be made to fit <br /> specific situations. <br /> Ms. Boyle noted that, in some situations, contracting out services might be the best way to serve <br /> the public. She said every work unit would have to approach the question in a different manner. <br /> She noted that there were many factors that needed to be considered before making a decision to <br /> contract out services. She said staff were looking at other communities that contracted services <br /> but noted that no other community's situations would exactly match the City of Eugene. <br /> Mr. Sinniger commented that contracting decisions for the City were made on a budget basis and <br /> did not take other factors into consideration. <br /> Ms. Boyle said that was the reason the Finance Division was working with Human Resources to <br /> formalize the contracting process. <br /> Mr. Cronin distributed figures for Public Works Waste Water Operations. He said this division <br /> had been used to design a costing model. He said the model was designed around the lowest cost <br /> model that could be achieved. He outlined the process for how the costing model would work. <br /> He noted that one of the limitations of the system was that it did not indicate whether positions <br /> were filled or vacant. <br /> <br />
