i <br /> Mr. Anderson reported that accident investigation forms were now available on-line. <br /> Mr. Anderson distributed a list of general safety committee guidelines. <br /> In response to a question from Mr. Sinniger regarding whether the safety committees would be <br /> in favor of an AFSCME representative and a person from management could do the quarterly <br /> inspections together, Mr. Anderson said there was nothing requiring that but expressed his favor <br /> for the idea. He remarked that it would be incumbent on the safety committee to make that <br /> decision. <br /> Mr. Sinniger said it would give the inspections more credibility if they were conducted in that <br /> way. <br /> Ms. Towle suggested that there be more detail on the list about how to conduct an accident <br /> investigation. <br /> Ms. Nelson suggested adding some ground rules for safety committees providing accident <br /> investigation and the roles the committees would play. <br /> There was general discussion of how to frame the guidelines. <br /> C <br /> In response to a question from Mr. Chouinard regarding whether OSHA guidelines were being <br /> used, Mr. Anderson noted that much of the wording in the document came from the OSHA rule <br /> book. <br /> Mr. Chouinard stressed the importance of specifically mentioning that the guidelines came from <br /> OSHA rules. <br /> <br /> I <br /> Mr. Anderson noted that individual divisions did not have to have their own safety committee <br /> since the JLMRC Safety Sub-Committee met the OSHA requirements. <br /> <br /> i <br /> IV. IMMEDIATE ISSUES: <br /> A. Contracting Out Discussion <br /> Mr. Ollek said he had been attending citizen budget committee meetings and noted that there had <br /> been some concern that the City was "dragging its feet" on the contracting out issue. He said the <br /> development of a costing model would help the situation. <br /> In response to a question from Ms. Towle regarding where the contracting comments were <br /> coming from, Mr. Ollek said he had noticed citizen budget committee members making <br /> comments. <br /> Ms. Towle said there was no council directive to review contracting issues. <br /> <br />
