i <br /> MINUTES <br /> Joint Labor Management Relations Committee <br /> HRRS Conference Room- Eugene City Hall - 777 Pearl Street <br /> February 24, 2004 <br /> i 3 p.m. <br /> PRESENT: Lauren Chouinard, Dal Ollek, Marilyn Nelson, Lou Sinniger, Roberta Pupilli, <br /> Helen Towle, Todd Anderson, Tammy Donahue, David Breitenstein, Myrnie Daut <br /> i <br /> I. AGENDA REVIEW <br /> Mr. Chouinard convened the meeting at 3 pm. <br /> There were no changes to the agenda. <br /> j <br /> II. APPROVAL OF MEETING MINUTES <br /> There was consensus to approve the minutes by e-mail as well as to approve the current <br /> meeting's minutes the same way. <br /> III. SAFETY SUBCOMMITTEE REPORT <br /> I <br /> Mr. Anderson said the committee had met on February 19, and discussed stairway safety in the <br /> j Atrium Building. He said general safety committee guidelines had also been drafted. <br /> Mr. Anderson said safety inspection/accident investigation training would take place at fleet. <br /> Mr. Anderson noted that the City of Eugene received the Silver Safety Award for 2003. He said <br /> <br /> ~ only one gold award had been awarded in the State of Oregon. <br /> Mr. Anderson said there had been a first meeting on confidentiality laws for workers <br /> compensation claims. Ms. Towle said some guidelines had been created that would be worked <br /> into the general guidelines to be submitted to JLMRC. Ms. Towle expressed her preference to <br /> see an employee have a shop steward present when an accident investigation was going on since <br /> safety subcommittee members were not stewards. <br /> Mr. Anderson noted that OSHA required every city facility needed to have a quarterly safety <br /> audit. He said the subcommittee was designing a standard form for inspections so anyone could <br /> conduct a safety audit. He said this would be included in the safety inspection training that Mike <br /> Pungercar was conducting. <br /> <br />
