i <br /> <br /> 1 <br /> Introduction <br /> This handbook presents policies, rules and expectations that apply to you as a regular employee*. <br /> <br /> j It is presented as a matter of information only and its contents should not be interpreted as a <br /> <br /> ~ contract between the City of Eugene and any of its employees. <br /> This handbook contains summaries of many policies and procedures. For full text and more detail, <br /> see The Administrative Policies and Procedure Manual (APPM). This manual is available to you <br /> through your supervisor or on-line on the Intranet. Your supervisor will review relevant City policies, <br /> as well as departmental rules with you. <br /> By reading this handbook, you will better understand what is expected of you, as well as what you <br /> can expect from your employer, the City of Eugene. If you have any questions, please check with <br /> your supervisor or Human Resource and Risk Services (HRRS). The Administrative Policies and <br /> Procedure Manual (APPM) is a policy manual available to you through your supervisor which <br /> contains more detailed information. Your supervisor will review relevant City policies, as well as <br /> departmental rules with you. <br /> The policies, guidelines, and benefits information contained within are in effect as of the date of this <br /> handbook. The City reserves the right to change any of our policies, guidelines, and benefits, <br /> including those discussed here, without prior notice to or consultation with employees. Any <br /> changes in policies or procedures must be in writing and approved by the City Manager or <br /> designee. <br /> *If you are a temporary employee, ask your supervisor for a copy of the Temporary Employee <br /> Handbook. <br /> Labor Agreements Take Precedence <br /> The City recognizes its obligation under law to negotiate in good faith with labor organizations <br /> representing some City employees. Collective bargaining agreements exist for police, <br /> fire/emergency medical, general service, and Hult Center stage employees. Police employees are <br /> represented by the Eugene Police Employees' Association (EPEA); fire and emergency medical <br /> employees are represented by the International Association of Firefighters (IAFF); general service <br /> employees are represented by the American Federation of State, County, Municipal Employees <br /> (AFSCME);-stage employees are represented by the International Alliance of Theatrical Stage <br /> Employees (IATSE). If information in this handbook conflicts with any City labor agreement <br /> which applies to you, the labor contract takes precedence. <br /> Page 1-February 2004 <br /> <br />
