City of Eugene <br /> Human Resource and Risk Services Policies <br /> ' 3-217.3 Use of City Resources for Charitable and Non-Profit Organizations <br /> I <br /> The City of Eugene is one of a handful of large employers in the Eugene/Springfield <br /> metro area. As a result, the City workforce is often looked to as a potential resource for <br /> ! charitable and non-profit fund raising efforts. The City and individual employees must be <br /> .careful to avoid the appearance or perception that they are using public funding <br /> inappropriately to benefit individuals and organizations associated with charitable and <br /> non-profit companies. <br /> i <br /> There are two avenues used to solicit resources (money, time, etc.) from employees. The <br /> first, and more formal route, is the Combined Charitable Contribution Campaign which <br /> ! is an organized annual fund raising effort that benefits many groups and is handled by <br /> payroll deduction. United Way manages this multi-agency effort. Annual, seasonal or <br /> other forms of ongoing solicitation requests by charitable and non-profit organizations <br /> should be handled through this coordinated structure. Contact the City Manager's office <br /> for more information on the United Way campaign. <br /> C <br /> The second avenue happens more informally on an ad hoc basis through co-workers or <br /> through a direct request .from a charitable or non-profit organization. This may happen by <br /> word of mouth, flyers, or through the use of the City's e-mail system. It can take the form <br /> of individuals selling raffle tickets, a person signing up donors fora "walk/run for <br /> ~ charity", an employee asking for donations for a political campaign or a charitable <br /> <br /> j organization requesting the City put out an e-mail about a fund raising event. Informal <br /> requests that involve the use of City resources (computers, phones, faxes, employee time, <br /> etc.) must meet all elements in the following set of criteria: <br /> ? The request must fill some urgent or emergency need. <br /> j <br /> ? The request should have a clear connection and/or alignment with City services, <br /> Council goals and policies, etc. <br /> ? The request should have a local focus as the recipient of the effort or resource. <br /> ? The request or activity is linked to the health, safety or good of the community or <br /> City employee. <br /> ?
