Unfortunately, double digit cost increases are <br />projected for both FY04 and FY05. Large increases in the <br />PacificSource plan premiums for the past two years are a primary <br />factor in the cost increases. PacificSource is projecting 25-28% <br />premium increase for FY05. In addition, increasing prescription <br />drug costs and a growing enrollment of retired employees are also <br />key factors in driving the health plan costs upward. <br />In response to increasing prescription drug costs, the City has <br />implemented tiered prescription drug programs for non- <br />represented employees and, through collective bargaining, for all <br />employee units.
