Employee Benefits Program <br />by the large number of retirees and other former employees and <br />their dependents who continue their coverage under the City's <br />plans on a self-pay basis. Currently 279 former employees and their <br />dependents are covered under the health plans. This number grows <br />every-year due to the City's aging workforce and the, large number <br />of retirements. From FY98 - FY02, retirees and their dependents <br />received $4.4 million in health care benefits through the City's <br />health plans but paid only $2.4 million in premiums. <br />The cost of health care continues to increase as a percent of <br />payroll.
