Outside Employment-(APPM Sections 3-215, 3-216.1, & 3-220) <br />If you plan to accept outside employment while working for the City, you must complete an <br />outside employment form (available from your supervisor or HRRS) and receive approval from <br />your Executive Manager. Extra duty required by your City employment will have preference <br />over your outside employment. Under no circumstances may City equipment or resources be <br />used in your outside employment. Your Executive Manager may, at any time, revoke <br />permission to hold outside employment. Compensation through the City will not be received for <br />illnesses or injuries resulting from your outside employment. In order to be approved, your <br />outside employment: <br />• Must not detract from the efficiency of your City work. <br />• Must not discredit City employment. <br />• Must not create a conflict of interest with your City job. <br />As an employee you cannot be a contractor or a subcontractor on City projects. <br />Emergency Procedures <br />Emergency procedures are activated when the City Manager determines an emergency exists. In <br />an emergency situation, every attempt will be made to maintain City services at a normal level. If <br />the situation is serious enough that operation of these services must be modified to respond to the <br />crisis, employees will be informed as quickly as possible at their work site, by phone and/or through <br />the news media. <br />If City facilities are closed by the City Manager, you will receive your regular compensation. If they <br />remain open but you are unable to come to or remain at work, you will be compensated only for <br />hours actually worked during any emergency period. If you are unable to safely come to work or if <br />you must leave early to ensure your safe arrival at home, you may be granted time off and use <br />vacation, comp time, or leave without pay (LWOP) or be allowed to flex your hours. In all instances <br />your supervisor's approval must be obtained. This use of vacation or comp time applies to all City <br />employees, except for police, fire, and other key service providers who must maintain work <br />schedules as directed by their departments. <br />Personnel File-(APPM Section 3-227) <br />Your official personnel file is maintained in HRRS. Your department or division may also create <br />and maintain an employee file which contain duplicates of items in your personnel file. Your <br />supervisor may keep a separate working file to assist in monitoring performance and completing <br />evaluations. <br />Access to your personnel files is limited to authorized supervisory and management employees, <br />clerical employees responsible for maintaining the files, and City attorneys. Your personnel file <br />information is not released to anyone else without your written consent, unless the City is legally <br />required to do so. You have the right to review your personnel file. To do so you should contact <br />HRRS to make an appointment. You will need to show picture identification before reviewing <br />your personnel file. <br />Any type of medical information is not placed into your official personnel file, but is kept <br />Page 13-February 2004 <br />
