General Employment Guidelines
If you are a represented employees, you will need to refer to the appropriate contract
provisions in addition to the information below; specific contract provisions may differ
from these policies.
Employee Definitions
Regular Full-Time Employees: As a full-time employee, you work forty hours per week,
twelve months per year.
Regular Part-Time Employees: As a part-time employee, you work at least half of the
available hours in a pay period for twelve months per year.
Exempt (non-represented) Employees: If you are an exempt employee, your position is
not represented by a union.
Confidential Non-represented Employees: A confidential non-represented employee is
one who assists and acts in a confidential capacity to one who formulates, determines,
and effectuates management policies in the area of collective bargaining:
(APPM Section 3-120)
Probationary Period-(APPM Section 3-146)
During your probationary period as a new employee, you can be disciplined and/or discharged
from employment for any lawful reason without warning. Non-represented employees serve a
12-month probationary period. The probationary period may be extended by your supervisor for
an additional 3 to 6 months.
Attendance
Tardiness and absenteeism detract from the efficiency and service level of City departments. If you
cannot report to work at your regular starting time, notify your supervisor before your work shift
begins. Failure to report for work and/or excessive tardiness or absences are grounds for
disciplinary action which could lead to termination. All absences from work must be accurately
reported on your time sheet with the time, date, and appropriate code.
Job-Sharing-( APPM Section 3-121.3).
A full-time job can be filled by two part-time employees if this arrangement does not negatively
impact the department's operation. Contact your supervisor if you are interested in a job-share
arrangement.
Other Employment Within the City
As non-represented/confidential part-time employees you may work at a second part-time job
within the City, as long as you do not regularly work more than full time in a week. This can be
regular part-time work or temporary work through the City or through a temporary agency. You
are also responsible for notifying both supervisors before you work overtime in a work week.
As a regular non-represented/exempt part-time employee, you may work at another non-
represented/exempt part-time job within the City, but you may only work in an additional
temporary job under specific conditions.
Page 12
