CONTACTING A TEMPORARY AGENCY
March 2004
The City currently contracts with Selectemp for temporary employment needs. This contract
allows us to use discounted billing rates which can be 15% to 40% less than other agencies.
Below is some information to assist you in hiring agency temp employees.
Hiring Process
There are a number of ways Selectemp can assist you with the hiring of a temporary employee.
1) referrals from their existing pool.
2) run ads for your position (at no charge to you).
3) provide payroll services for a temp that you find elsewhere and send in.
When Selectemp recruits for you, you have the option of letting Selectemp chose the employee
or choosing them yourself by looking at resumes or conducting your own interviews. Interviews
j can include candidates from other sources along with Selectemp referrals.
Payroll Services
~ Payroll services are billed at a lower rate and can be used when you have identified a candidate
~ through your own competitive process, when you are rehiring a temp where a competitive
process was used initially or when you are hiring a temp for less than 6 weeks. To use the
payroll service, first call Selectemp to give them the necessary information and to arrange a time
for the individual to go to Selectemp. The individual will need to fill out an application and go
through an interview and orientation. Selectemp will also check references and verify their

_ employment history as with any other Selectemp applicant. The individual will work at the City
but will be paid by Selectemp and will be an employee of Selectemp.
Temporary Employee Limitations and Guidelines
Please remember that all temporary employees, including agency temps, are limited in use
depending on the type of work. Detailed information can be found in the appropriate union
contracts or the APPM for non-represented work. The City's employment goal is to hire qualified
employees using valid, com etitive selection rocesses. It is im octant that the Cit maintains
p p p
Y
impartiality in its hiring decisions so as to avoid the perception of conflict of interest or favoritism.
This includes issues of nepotism or giving preferential treatment in hiring to relatives of City
employees. If you are going to use a temp for more than 6 weeks, the City requires that you use
an open competitive process which means either posting the position (for hiring through the City)
or using an existing pool of temporary employees and considering more than one applicant.
Mark-Up Percentages
Selectemp charges the City amark-up fee as a percentage above the hourly rate.
