Pedestrian Crossing Improvement Proposal <br /> 1. Project location: Eugene, Franklin Boulevard (Highway 99) at Alder Street. <br /> 3. Problem ID: Pedestrians crossing Franklin Boulevazd at Alder Street must cross 3 lanes of <br /> traffic in each direction (24,000 vehicles per day total), with traffic traveling 35 mph. The <br /> pedestrians often find themselves perched perilously on a 3/12 foot-wide median island set <br /> .approximately 40' back from the crosswalk zone, or waiting in a left turn lane for crossing <br /> traffic to cleaz. This location is close to downtown, the university campus, the riverbank <br /> trail system, and Sacred Heart Hospital (Lane County's regional hospital), drawing <br /> pedestrian traffic from many directions. In addition to the difficult crossing at Alder, <br /> pedestrians are faced with a section of missing sidewalk and a section of substandazd <br /> sidewalk (3 r~ feet wide with a 6" drop on each side) on the north side of Franklin from . <br /> se ent was ranked 11~' out of 401 in~the ado ted <br /> a1k P <br /> idew <br /> eet. This s <br /> Alder to Hil azd Str ~ <br /> y <br /> Eugene Sidewalk (infill priority) Program. <br /> 4. Additional Information: Two transit routes use Franklin Boulevazd at this location. In <br /> addition, access from the riverbank trail is on Hilyard Street. South of Franklin, Hilyazd <br /> becomes aone-way street northbound, forcing cyclists to jog over to Alder on Franklin to <br /> continue south. This necessitates making a left turn against oncoming traffic divided into a <br /> left turn lane, an optional through/left turn lane, and a right turn lane. From there many <br /> cyclists use the sidewalk from Hilyard to Alder (which has a bicycle lane). This is a truly <br /> confusing and challenging movement for cyclists. <br /> <br /> . 5. Proposed solution: We propose to complete the missing sidewalk, curb, and gutter on the <br /> north. side of Franklin between Hilyazd and Alder, and to install a pedestrian median refuge <br /> island in the center of Franklin at the intersection of Alder Street. See attached diagram for <br /> details. ODOT records on Franklin Boulevard are. old so it is difficult at this point to <br /> determine how wide we will be able make the sidewalk and if it can be set back from the <br /> roadway. Additional features: Ladder baz crossing mazkings (spaced to avoid weaz areas in <br /> travel lanes) will be installed, and an advanced stop baz for each direction of Franklin. <br /> 6. Cost estimate: $71,200 This includes constructing the median island, curb and gutter, <br /> sidewalk, and 4 access ramps, as well as the standard traffic control, erosion control, <br /> .excavation, engineering, and contingency. <br /> 7. Match: No local match is available at this time, either from the City of Eugene or from the <br /> ODOT district office. <br /> 8. Project Management: The Ciry of Eugene is prepared to develop plans, advertise for bids, <br /> hire a contractor, administer the project and inspect the work. <br /> <br />
