Public Works <br />Transportation Division <br />MEMORANDUM <br />Date: September 30, 1999 <br />To: Kevin Boyle, ODOT Region 2 <br />From: Dave Reinhard, City of Eugene <br />Subject: Fund Exchange Request <br />City of Eugene <br />858 Pearl Street, Suite 300 <br />Eugene, Oregon 97401 <br />(541) 682-5218 <br />(541) 682-5598 FAX <br />Kevin, please consider this the Ciry of Eugene's official request to participate in the Fund Exchange <br />program for FY 99. <br />I'm not sure that you have the same version of the adopted and amended Eugene-Springfield MPO TIP <br />that I am working from. In any case, my information shows the amended TIP, Table 2, allocating <br />$160,000 in STP funds to Eugene for "Neighborhood Transportation Improvements" in FY 1999. We <br />would like to Fund Exchange all of this amount. The work will involve a variety of street lighting, <br />traffic calming and minor safety improvements on Eugene streets, all within roadway right-of--way and <br />eligible for state gas tax dollars. <br />For FY 2000, my version of the TIP shows $1,053,000 in STP funds for "East Bank Bike Path." This <br />is for the final section of that bike path. As previously discussed, the City has decided to build this <br />final portion of path using City funding rather than STP funds. Therefore as soon as possible we <br />would like to reallocate the STP funds to an alternative, eligible project and then use the Fund <br />Exchange program for all the dollars. I will need to discuss this further with you when we have a <br />better idea of the particular project that we would like to allocate the funds to. <br />If the dollar amounts for either of these projects or fiscal years are different from what I have stated <br />above, please let me know. The intent of this request is to transfer all STP funds allocated to the City <br />of Eugene, in both fiscal years 99 and 2000, to projects eligible for the Fund Exchange program, and <br />then to exchange all STP dollars for gas tax dollars.
