Task 3- Wetland Delineation/Ordinary High Water Fieldwork <br /> Environmental Solutions LLC will delineate the wetland and waterway boundaries in accordance with the- <br /> criteria and methods described in the 1987 US Army Corps of Engineers Wetland Delineation Manual <br /> (19$7 Manual) and the Apri12008 Interim Regional Supplement to the Corps of Engineers Wetland - <br /> Delineation Manual: Western Mountains, Valleys, and Coast Region. Wetland and upland sample plots, <br /> wetland boundaries, and ordinary higli water levels (OHWL) will be determined and marked in the field <br /> using numbered and labeled flagging or wire pin flags. The field methods used and data collected will be <br /> such that Oregon Department of State Lands (DSL) technical requirements for wetland delineations <br /> (OAR 141-090-0030--0035) are met. The OHWL shall be delineated using field indicators (OAR i41- <br /> 085-0010(150)(a-f). If available, the 2-year flood event elevation (calculated) maybe used in the absence <br /> of field indicators. The City ojEugene (City) will conduct the professional survey and mapping of all <br /> wetland and OHWL flags, and provide an electronic copy in editable pdf or dwg format to Environmental <br /> Solutions LLC for incorporation into the report (T'ask 4). <br /> Deliverables: Completion of field work, map provided to City surveyors showing approximate location <br /> of all flags. <br /> Estimated due date: February 15, 2009 <br /> The Ci shall stake the limits of the study azea prior to Environmental Solutions LLC field survey, survey <br /> all flags as indicated on the drawing provided by Environmental Solutions LLC, and provide a hard copy <br /> and electronic version of the survey as an editable pdf or dwg file to Environmental Solutions LLC. <br /> Task 4-Preparation of Wetland/Waters of the State and US Delineation Report and Facilitate <br /> Corps and DSL Review and Concurrence <br /> Environmental Solutions LLC will prepare a draft and final Wetland/Waters of the State and US <br /> Delineation Report (wetland delineation report) for the study area in accordance with the DSL technical <br /> <br /> ' requirements and standards (OAR 141-090-0030--0035). The report shall include appropriate graphics <br /> and maps, as required by OAR 141-090-0035, as well as the DSL wver form The report will be <br /> prepared in the DSL-approved format. Environmental Solutions LLC shall respond to all agency <br /> comments and questions (via email, phone calls) during their review process in a timely manner, and <br /> provide necessary information to facilitate DSL concurrence. Environmental Solutions LLC shall be <br /> available for one field visit to the project site with representatives of the Corps and DSL after submittal of <br /> the wetland delineation report to DSL as necessary to provide additional.information, clarification, and/or <br /> documentation. <br /> Deliverables: Two draft copies and 1 electronic copy to City, followed by four unbound and 1 electronic <br /> copy of the final report incorporating City's comments after City has reviewed the report. <br /> Estimated due date: March 15, 2009 <br /> Task 5-Completion of Wetland Function Assessment and Impact Report <br /> Environmental Solutions LLC shall complete a wetland function assessment using the Hydrogeomorphic <br /> (HGM) Assessment method, calculate areas of proposed project impacts to wetlands and waterways by <br /> resowce type, wetland type, and include pettnanent and temporary impacts, develop an alternatives <br /> analysis describing other alternatives considered in the project development that reduce impacts to waters <br /> and wetlands, and why those alternatives were not chosen, and prepare a Function Assessment and hnpact <br /> report to the City. <br /> Deliverables: None, as this information shall be included in the joint removal-fill permit application <br /> (Task 4 of Statewide Pemuts Template). <br /> Estimated due date: March 15, 2009 <br /> Task 6- Compensatory Mitigation Site Search and Development of Mitigation Concept <br /> This task is a contingency task based on the need for the specific service.
