Some of these I've talked to Steve McBride of U of O Athletics about in the past and some might <br />be new. <br />I think a few ideas already floated: <br />We have the on-grass overtlow parking area east of the shelters in Alton Baker Park (ABP). We rent this area out in the summer for <br />major events and I'm sure we could do the same for the University. The catch to this is that this lot becomes unusable after about <br />the second major rain of the fall and remains so until it dries out well in the spring. Typically this would mean it could only be used <br />between July 1 st and October 1 st. <br />The area on Leo Harris Parkway was rented by the University but that agreement has expired. This could be renewed. This not <br />having been the subject of a council vote would be a staff administrative action to renew that lease. <br />The city-owned paved lot that is also used by the Science Factory (SF). This is the lot that previously the city waived fees in favor of <br />thoSe funds going to the Science Factory. Since it is a required part of the TDM I'm assuming you desire to continue using this lot. I <br />believe everyone knew that the Universiry was not going to be paying the Science Factory for use of that Ciry owned lot forever, but I <br />still support the idea of a 3-5 year phased reduction to zero of that funding to the SF. It was never my understanding that the <br />University was going to get the use of that lot for free after the agreement with the SF expired, so my thought was establishing a <br />fixed annual amount with the SF getting 100% and the City 0% this year. Then transitioning the Science Factory out over five years. <br />So....... <br />year 2= 80°/a to SF and the City 20% <br />year 3= 60% to SF and the City 40% <br />year 4= 40% to SF and the City 60°/a <br />year 5= 20% to SF and the City 80% <br />Thereafter the University could deal with SF on the basis of there being forced to close on game days and that direct loss of <br />revenue. All other parking lot rental would go to the City/ <br />A few thoughts that we haven't discussed in depth: <br />We lease out at $10 per parking spot who out of the three bays of parking at the main paved ABP lot on a first come first serve basis <br />on each game day. This amounts to about 175 spaces. Instead of leasing these out to the general public we could lease these to <br />the Universiry. The third bay at the main ABP lot (another 75 spaces) we reserve for non-game related park users and is a <br />use we would want to continue. <br />Once the restoration (lot 8) is completed we will still have a small gravel lot of about 30 spaces. When funds become <br />available we will landscape and pave this small parking lot as required by the East ABP Plan. I would think there might <br />be a couple options here. City staff could manage the parking as we do in the main ABP lot, or perhaps we could do an <br />annual lease or annual use permit for the University to use these remaining spots on game days. I think a multi-year <br />agreement might be more problematic in light past Council action. We would want to see this parking closed to park <br />users only during the time that Leo Harris is closed if you continue doing those closures. Otherwise this is the designated <br />7/ 17/2008 <br />
