Page 4 of 4 <br />. ..__-,~„ <br />be paying the Science Factory for use of that City owned lot forever, but I still support the idea of a 3-5 year <br />phased reduction to zero of that funding to the SF. It was never my understanding that the University was <br />going to get the use of that lot for free after the agreement with the SF expired, so my thought was <br />establishing a fixed annual amount with the SF getting 100% and the City 0% this year. Then transitioning <br />the Science Factory out over five years. So....... <br />year 2= 80% to SF and the City 20% <br />year 3= 60% to SF and the City 40% <br />year 4= 40% to SF and the City 60% <br />year 5= 20% to SF and the City 80% <br />Thereafter the University could deal with SF on the basis of there being forced to close on game days and that <br />direct loss of revenue. All other parking lot rental would go to the City/ <br />A few thoughts that we haven't discussed in depth: <br />We lease out at $10 per parking spot who out of the three bays of parking at the main paved ABP lot on a first <br />come first serve basis on each game day. This amounts to about 175 spaces. Instead of leasing these out to <br />the general public we could lease these to the University. The third bay at the main ABP lot (another 75 <br />spaces) we reserve for non-game related park users and is a use we would want to continue. <br />Once the restoration (lot 8) is completed we will still have a small gravel lot of about 30 spaces. When funds <br />become available we will landscape and pave this small parking lot as required by the East ABP Plan. I <br />would think there might be a couple options here. City staff could manage the parking as we do in the main <br />ABP lot, or perhaps we could do an annual lease or annual use permit for the University to use these <br />remaining spots on game days. I think a multi-year agreement might be more problematic in light past <br />Council action. We would want to see this parking closed to park users only during the time that Leo Harris <br />is closed if you continue doing those closures. Otherwise this is the designated parking for the canoe canal <br />users and the dog off leash area users. We would want them to have access for these park uses before and <br />after games. I suspect we could do something similar with lot 9. <br />While we couldn't do it this year since the turf will not be established. I would think in future years we could <br />possibly lease out a small amount of on-grass parking in the area where we are going to be doing the native <br />grass restoration. This type of occasional use wouldn't hurt the native vegetation once it had dried out in the <br />summer and had been mowed. My guess is this would allow about 75-100 cars. This use would be along the <br />same restrictions as the grass parking near the ABP shelters. It could only be used July 1 st to October 1 st in <br />order to avoid damage to the area.. <br />I hope you might see some possibilities with some of these older ideas or with the newer ones.
