Vision, Values, and Strategic Goals 2008-2012 <br />Products: <br />1. Develop Willamette River Vision Plan by 2011. Coordinate this action with the <br />Metro Waterways Study. <br />Measures: <br />1. Acquire 45 acres of land along the Willamette River by 2012. <br />Goal 4: Develop proactive prevention and consistent enforcement strategies to reduce <br />illicit activities on POS-managed lands. <br />Action 4.1: Develop and implement an enforcement policy for addressing encroachment by <br />private landowners onto POS-managed lands. <br />Measures: <br />1. Identify task team. (completed by March 2008) <br />2. Task team researches legal authorities. (completed by July 2008) <br />3. Task team develops policy and procedures. The procedures should include a <br />public information component that includes messages to the broad public, park <br />neighbors, and areas of where new development is occurring near parks (may <br />need coordination with PDD). (completed by November 2008) <br />4. POS Supervisor team reviews policies and procedures. (completed by January <br />2009). <br />5. POS Management Team ratifies policies and procedures. (completed by March <br />2009) <br />6. Begin implementing policies and procedures. (July 2009) <br />7. Obtain baseline information on existing levels and types of encroachment <br />(completed by July 2009). <br />8. Identify benchmarks (e.g., number of cases remedied per year) for reducing <br />encroachment by private landowners onto POS-managed lands for each year <br />between 2009-2012. <br />Action 4.2: Work with social service providers and the Eugene Police Department to reduce the <br />impacts of illegal camping on POS-managed lands. <br />Measures: <br />1. For FY09 budget, propose to budget committee funding of the St. Vincent de Paul <br />Safe Park Program. <br />2. For FY09 budget, propose to budget committee funding for the Park Ranger <br />Program. <br />3.
