Vending machines and newsracks <br /> may be located only in areas designated by the Airport Manager. In determin- <br /> ing where to designate vending machine or newsrack areas the Airport Manager <br /> shall consider whether vending machine or newsrack placement would interfere <br /> with pedestrian movement, compete with another permitted activity, foster <br /> political speech, and any other factor the Airport Manager deems relevant. <br /> The Airport Manager may grant an exclusive concession to operate newsracks. <br /> The operation of any vending machine or newsrack which requires money to <br /> operate it is a commercial activity and requires a permit under these rules. <br /> The Airport Manager may order removal of noncommercial vending machines or <br /> newsracks if the operation of these machines creates excessive litter. <br /> 5. No person shall repair <br /> motor vehicles or aircraft at the Airport in areas not approved by the Air- <br /> port Manager, except for minor repairs necessary to remove the motor vehicle <br /> or aircraft from the Airport. <br /> 5.2 Use of Airfield Ar a, <br /> 5.2.1 Motor VehicleJPedPCtr;anc. <br /> 5.2.1.1. No unauthorized motor vehicles shall be operated <br /> in the airfield area. <br /> 5.2.1.2. Vehicles or pedestrians operating in the movement <br /> -area or its adjoining area shall receive approval from the Control <br /> Tower and have an operating radio with appropriate air to ground <br /> frequencies (ground control/local control) or be escorted by <br /> Airport personnel. All persons in the movement area shall be <br /> conversant with and follow light signals from the Control Tower. <br /> Ali vehicles, aircraft, equipment or personnel in the movement <br /> area shall follow the procedures set out in the current letter of <br /> agreement between the City of Eugene, Eugene Air Traffic Control <br /> Tower, and Eugene Airway Facilities. <br /> 5.2.1.3. Vehicles operating in the movement area shall have <br /> a flashing yells}w light or appropriate signal flags displayed at <br /> all times. <br /> 5.2.1.4. Vehicles operating in the airfield area shall <br /> operate at a reasonable speed, and shall not exceed 15 MPH except <br /> when performing a runway inspection. <br /> 5.2.1.5.
