City's continued implementation of the proper stormwater customer charges. <br /> Therefore, based upon the above findings, which are hereby adopted, and pursuant <br /> to the authority contained in Sections 2.019 and 6.451 of the Eugene Code, 1971, and <br /> Ordinance No. 19984, I intend to adopt Rule R-b.451 amending the Methodology for <br /> monthly stormwater customer charges established by Ordinance No. 19939 and subsequently <br /> amended by Ordinance No. 19984 and clarified by Administrative Order No. 58-94-27 to <br /> clarify that exemptions or reductions provided for therein do not apply to road or <br /> administrative components of the stormwater charges by amending Sections 3.0, 4.0, 5.1, 5.2, <br /> 5.2.4, 5.2.5, 5.3.1, 5.3.2, 6.1, and 6.2, of the Methodology, and by effecting minor editorial <br /> changes throughout to create consistent usage of terms such as, but not limited to, changing <br /> customer "class" to customer "category," all as more particularly set forth in Schedule 1 to <br /> Exhibit A hereto. <br /> Public notice of the proposed adoption of this Administrative Rule R-b.451 shall be <br /> given by making copies thereof available to any person who has requested such notice, and <br /> by publication thereof in the Register Guard, a newspaper of general circulation within the <br /> City for at least five days, and providing interested persons an opportunity of not less than <br /> 15 days to submit data or comments thereon.
