Public notice of the proposed adoption of Administrative Rule R-6.451 was given <br /> by making copies thereof available to any person who had requested such notice, and by <br /> publication thereof in the Register Guard, a newspaper of general circulation within the City on <br /> April 12, 13, 14, 15, and l b, 1995. The notice provided that interested persons could submit <br /> written data or comments thereon for a period of 15 days from the first date of publication. No <br /> valid comments or objections were received within the time and in the manner prescribed in the <br /> notice. <br /> Therefore, based upon the above findings, which are hereby adopted, and pursuant to the <br /> authority contained in Sections 2.019 and 6.451 of the Eugene Code, 1971, and Ordinance No. <br /> 19984, <br /> The City Manager of the City of Cugene orders that: <br /> 1. Administrative Rule R-6.451, amending the Methodology for monthly stormwater <br /> customer charges established by Ordinance No. 19939 and subsequently amended by Ordinance <br /> No. 19984 and clarified by Administrative Order No. 58-94-27 is hereby adopted to clarify that <br /> exemptions or reductions provided for therein do not apply to road or administrative components <br /> of the stormwater charges by amending Sections 3.0, 4.0, 5.1, 5.2, 5.2.4, 5.2.5, 5.3.1, 5.3.2, <br /> b.l, and 6.2, of the Methodology, and by effecting minor editorial changes throughout to create <br /> consistent usage of terms such as, but not limited to, changing customer "class" to customer <br /> "category. " <br /> 2. A copy of the Stormwater Service Charge Methodology Paper incorporating the , <br /> changes effected herein (which incorporates the amendments effected by Administrative Order <br /> No. 58-94-27) is attached as Exhibit A hereto. <br /> 3.
