EXHIBIT A <br /> 1. Regi nal (MWMC) Wastewater System. <br /> The C ty of Eugene entered into an Intergovernmental Agreement with the City of <br /> Springfield a d Lane County which established the Metropolitan Wastewater Management <br /> Commission On November 26, 1990, the Commission adopted the Regional Facility <br /> Equalization harge which includes a regional administrative charge. In accordance with <br /> the agreem nt, the City of Eugene must adopt rates and charges not less than those <br /> rejquired by t e Commission. <br /> The egional Wastewater SDC is applied by the same method to development <br /> regardless o location either outside and inside the River Road/Santa Clara/Highway 99 <br /> Area. The R gional Wastewater SDC formula for calculating each element and application <br /> of the Regio al Wastewater SDC is determined by multiplying the applicable rate per EDU <br /> or PFU or his oric consumption, by the unit of measure for the proposed development. The <br /> SpC charg will be based on the greater of calculations using either the City <br /> mPoethodologi s or the current MWMC Equalization Fee as adopted by the MWMC <br /> C+pmmission. The Regional Wastewater system Cost of Service formula per DU or EDU <br /> or PFU can a found in Exhibit B. <br /> Wher the Regional Wastewater SDC for all proposed development is based on: <br /> ~ Dwelling Units (DU)for Single Family and Duplex development <br /> D Plumbing Fixture Units (PFU) as defined in the State plumbing code <br /> with a anticipated annual average discharge of less than 100,000 gallons per day <br /> ~ Equivalent Dwelling Unit standard of 200 gallons to 1 EDU) per day <br /> for d velopment which anticipates discharging an annual average- equal to or <br /> great r than 100,000 gallons per day <br /> The egional Wastewater SDC for all existing development connecting to the <br /> wastewater ystem for the first time is determined based on: <br /> ~ Dwelling Units (DU) for Single Family and Duplex development <br /> ~ Historic Consumption (monthly average winter water consumption) for <br /> Bevel pment other than Single Family and Duplex development (eg Multifamily, <br /> Com ercial, Industrial) with existing annual average discharge of less than 100,000 <br /> gallon per day <br /> ~ Equivalent Dwelling Unit standard of 200 gallons to 1 EDU) per day <br /> for de elopment with existing annual average discharge equal to or greater than <br /> <br /> ~ 100,0 0 gallons per day <br /> Exhibit A to dministrative <br /> Order No. 5 -97-02-F-1 -Page 1 <br /> <br />
