The <br /> Notice provided that written comments could be submitted thereon for a period of 30 days from <br /> the date of posting and first date of publication. <br /> D. Numerous comments were received with respect to the increases to the City of <br /> Eugene SDC rates, as well as a request by a majority of the members of the City's original SDC <br /> Citizen's Advisory Committee to delay implementation of the rate changes until that Committee <br /> could review the proposed changes in detail. No comments were received on the proposed <br /> adoption of the Regional Wastewater Systems interim "large volume user" rate calculation <br /> methodology. <br /> E. Based on the findings set forth above, and on the findings in paragraph C of <br /> Administrative Order 58-97-02, I find that only the proposed interim adjustment to the regional <br /> wastewater SDC methodology, as requested by the Metropolitan Wastewater Management <br /> Commission shall be made at this time; that the proposal is consistent with adopted policies and <br /> ordinances of the City, in conformity with applicable state law, and should be implemented for <br /> all building permits applied for on or after March 12, 1997. The other revisions. to the Systems <br /> Development Charge Methodology proposed by Administrative Order No. 58-97-02 shall be <br /> effected at a later date. <br /> On the basis of these findings, I order that: <br /> 1. The regional wastewater SDC methodology for large volume users is hereby <br /> adopted; and will apply for all building permits applied for on or after March 12, 1997. <br /> 2. The Ciry's Systems Development Charge Methodology, and Appendix D, Section <br /> 2 thereto are amended to reflect the regional wastewater interim rate methodology as set forth in <br /> Exhibits A and B attached hereto and incorporated herein by reference. <br /> Dated this 12th day of March, 1997. ~ <br /> r <br /> Vicki Elmer <br /> City Manager <br /> <br /> Administrative Order - 2 03/12/97 <br /> <br />
