Numerous comments were received with respect to the increases to the City of Eugene SDC rates, as well as a request by a majority of the members of the City's original SDC Citizen's Advisory Committee to delay implementation of the rate changes until that Committee could review the proposed changes in detail. No comments were received on the proposed adoption of the Regional Wastewater Systems interim "large volume user" rate calculation methodology. E. Based on the findings set forth above, and on the findings in paragraph C of Administrative Order 58-97-02, I find that only the proposed interim adjustment to the regional wastewater SDC methodology, as requested by the Metropolitan Wastewater Management Commission shall be made at this time; that the proposal is consistent with adopted policies and ordinances of the City, in conformity with applicable state law, and should be implemented for all building permits applied for on or after March 12, 1997. The other revisions. to the Systems Development Charge Methodology proposed by Administrative Order No. 58-97-02 shall be effected at a later date. On the basis of these findings, I order that: 1. The regional wastewater SDC methodology for large volume users is hereby adopted; and will apply for all building permits applied for on or after March 12, 1997. 2. The Ciry's Systems Development Charge Methodology, and Appendix D, Section 2 thereto are amended to reflect the regional wastewater interim rate methodology as set forth in Exhibits A and B attached hereto and incorporated herein by reference.
