Includes the cost of <br /> developing the methodologies, providing an annual accounting of system development <br /> charge expenditures, implementation and operational costs associated with the new SDC. <br /> Assessable Costs -the amount of capital improvement costs which are collected through <br /> the city's local improvement assessment program as established in city code. This cost <br /> has been removed from the total cost of capital improvements in determining the system- <br /> specific SDC. <br /> "Average Cost" Determination <br /> (1) The average cost of inspecting and installing connections with the sanitary sewer <br /> facilities and with the storm sewer facilities, which are not part of the SDC as defined <br /> in E.C. 7.010, is the connection permit fee established by the city. Such fees are hereby <br /> determined not exceed the cost of inspecting and installing such a connection. <br /> (2) If an application to connect to a sanitary or storm sewer facility would result in <br /> extraordinary cost of inspecting and installing the connection, nothing in this definition <br /> shall prevent the city from requiring the applicant pay such costs. The extraordinary <br /> costs may be paid by the applicant in installments as part of the' SDC. <br /> Construction Costs -the cost in current fiscal year dollars for construction of future <br /> capital. improvements. These costs are determined as part of the development of the <br /> Capital Improvements Program. <br /> Cost of Service -the cost to the city of providing system-specific capacity (e.g., sanitary <br /> sewer collection capacity). Used as the basis for determining SDC. <br /> Development Types - as used in determining SDC rates, development is categorized <br /> depending ~on the relative impact.
