For the purposes <br /> of setting the Sanitary SDC, an equivalent dwelling unit is equal to 16 plumbing fixture <br /> unfits as defined in the State Uniform Plumbing Code. <br /> E~uitable Share of Public Faei[ity Costs - as used in the development of SDCs, the <br /> cit~'s cost of providing system capacity, allocated to new development relative to the <br /> deivelopment's impact or use of system capacity. <br /> Impact Measure -the unit of system capacity used to. determine the relative effect of a <br /> ne development on the capacity of a specific system. For example, plumbing fixture <br /> un is are used to determine the effect of development on the sanitary sewer system. <br /> Impervious Surface -used as an impact measure for the storm sewer SDC. An <br /> im'~ervious surface is that which prevents or retards saturation of water into the surface <br /> ofjthe soil or causes water to run off the surface in greater quantity or an increased rate <br /> of~l,flow compared to the natural condition of the property before development. Asphalt, <br /> co~crete and roofing materials are examples of impervious materials. <br /> I'~, Irrkprovement Fee -the portion of the system-specific SDC charged to cover an equitable <br /> shire of the capital improvements required to increase capacity of the system to <br /> accommodate new development. <br /> I;~vel of Service (per unit of development) - As used in development of SDC rates, <br /> represents amount of system (or sub-system) capacity provided at a certain point in time. <br /> Tl#e current level of service is used as the basis for determining the system impacts of <br /> ne development. This is presented in terms of the appropriate impact measure. For <br /> ex~mple, the impact measure for the Parks SDC is capacity per person. The city <br /> cu~rently provides 0.149 softball diamonds per 1,000 people.
