~ r <br /> The task force did review in detail the 1991 ordinance and rate methodologies and <br /> developed a series of recommendations which resulted ~in the adoption of the <br /> . ordinance in Appendix A and the initial methodologies document. <br /> As required in the 1991 ordinance, the task force was reconvened in 1992 to review <br /> the first year's experience with the 1991 ordinance and methodology and has <br /> recommended to the City Manager the following methodologies. <br /> 1.4 Revised SDC Practices <br /> Historically, the City has had a single SDC fund to support construction of sanitary <br /> sewers, storm sewers, and transportation systems. This methodology sets forth rates <br /> for four systems: transportation, sanitary sewer, storm sewer, and parks. The <br /> amount of each SDC is based on the amount of impact a typical development of the <br /> type proposed will have on a particular system, and separate charges are computed <br /> for each of the systems. SDCs collected for each of the systems are held in separate <br /> funds and spent only on capital improvements to the same system as allowed by state <br /> law. Funds are established to track receipts and expenditures for each system. <br /> Major changes made in 1991 included: <br /> • System-specific charges; <br /> • Addition of a charge for parks and capability to charge for water systems; <br /> • Removal of most exemptions; <br /> • Provision for SDC credits for public off and on-site improvements in which <br /> City would normally participate, such as in the non-assessable width of a <br /> collector street; <br /> • More rigorous tracking of SDC expenditures and identification of specific <br /> SDC-eligible projects in adopted plans, e.g. (CIP); <br /> • Ability to collect SDC on behalf of other jurisdictions; <br /> • Levying new rates based on date of application of development permit; <br /> • Transfer of credits between phases of a single development; tracked by <br /> property, not ownership; <br /> • Revenues must be expended within the system for which it was collected; <br /> • Administrative costs will be added to system specific-rates; <br /> As a result of the 1992 review the following changes are made herein: <br /> • Simplifies the format of the methodologies document by placing the detail <br /> calculations and supporting data in the appendicies; <br /> • Clarification of when the administrative fee component is calculated and <br /> increased the percentage to 7.25%; <br /> • Establishment and implementation of an automatic adjustment to the SDC <br /> based upon costs of construction; <br /> <br /> February 24, 1993 Methodologies: City of Eugene SDCs Page 3 <br /> <br />
