,k#

r. ,
I
2.4 Expending SDCs
Except for 33% of the local wastewater SDC which is a reimbursement fee and except for the
~ administrative costs, the SDC revenue is a public improvement charge as defined in EC 7.010
and may only be spent on capacity increasing capital improvements or debt related to such
- improvements.
- -
The capital improvements to be constructed using SDC revenue appear in the City's long range
• ~ s e uired to su ort new
a ed facilit need r
ici t
he ant
e laps reflect t q PP
plans. The City slong-rang p P Y
development. The needs identified in the long-range plans are generally included in the CIP.
I!,, However, most capital projects require a mix of funding sources. Given the limits on certain
funding sources and the need to address existing as well as future needs, the CIP does not
necessarily reflect all the facility needs of new development occurring within the six-year period
covered by the CIP. Therefore, the planned expenditures of SDC revenue include$ both the
expenditures detailed in the CIP and the needs identified in the long-range plans.
~ 3.10 Transportation System Charges
' Tike Transportation Systems Development Charge (SDC) is made up of several components. The
casts of these components include the total cost of design, construction, right-of-way acquisition,
ptjlrchasing, testing, and project administration. The components included in this analysis are:
j• Collector and arterial streets
D Linear section construction costs '
n Intersection construction costs
a Traffic signal costs
D Bridges and other structure construction costs
D Collector and arterial street lighting construction costs
• Off-street bicycle paths
a Bicycle path construction costs
a Bicycle path lighting construction costs
e cost impacts of new development on these components are allocated on the basis of p.m. peak
hour traffic on adjacent streets using either the trips specified in the Standard Calculation or based
upon an Alternate Calculation as set forth in Appendix C.
Tt~e detailed Cost of Service formula for each component of the transportation system is set forth in
Appendix C. The cost per trip is the sum of all transportation system components identified in
Appendix C.
The Transportation SDC for a proposed development is determined by multiplying the units which
describe the impact by the trip rate to determine the number of trips assigned to the proposed
d velopment using the Transportation Trip Generation Rate Table in Appendix C and the cost per trip
in the current adopted SDC fee schedule in Appendix G.
March 01, 1997 Methodologies: City of Eugene SDCs Page 7
