1. r <br /> 2.2.1 Administrative Costs <br /> An administrative charge shall be included in each SDC imposed. This charge is to recover <br /> direct and indirect costs incurred in complying with the requirements of state law and the <br /> cost of administering the SDC. These costs include periodic and on-.going annual costs. <br /> Total annual administrative costs are estimated annually. These -costs will be recovered <br /> through a charge calculated as a percentage rate as listed in the SDC fee schedule in <br /> Appendix G. The percentage is multiplied by the total of the system-specific charges for <br /> each development before applying any exemption or credit to determine the administrative <br /> charge. <br /> 2.2.1 Maximum Administrative Charge <br /> An administrative charge calculated shall not exceed a maximum amount of $30,000,00 for <br /> a single permit issued. If multiple permits are issued for different phases of the same <br /> development, the maximum administrative charge shall be applied to each permit <br /> independently. <br /> 2.3 Annual Adjustment to SDC <br /> 2.3.1 Inflation Adjustment For All City System Charges <br /> Because the SDC and supporting calculations including the credits established herein are <br /> closely related to the cost of construction of the capital improvements for each of the <br /> systems, except as provided in paragraphs 2.3.2 and 2.3.3 hereof, the SDC and <br /> calculations for each City system shall be adjusted annually during the month of July of <br /> each calendar year unless otherwise amended as provided herein. Except when the <br /> charge or credit is determined by another provision of the Eugene Code, 1971, the City <br /> Engineer shall make the adjustment based upon current project costs, the National <br /> Construction Cost Index published by Enai_~neerin_g News Record (ENR), and other local or <br /> regional data. The supporting documentation, tables, and figures will be part of the annual <br /> adjustment process and will be updated without administrative notice or hearing, by the City <br /> Manager or manager's designee. <br /> 2.3.2 Inflation Adjustment For Regional System Charges <br /> The Regional Facilities Equalization charge established in cooperation with the MWMC <br /> shall be adjusted from time to time to allow for inflation, after consultation with MWMC <br /> without notice or hearing by the City Manager or managers designee. <br /> 2.3.3 Inflation Adjustment For River Road/Santa Clara/Highway 99 Area City <br /> System Charges <br /> The Local Wastewater System portion of the Wastewater System charge for River <br /> Road/Santa Clara/Highway 99 Area shall remain at 2.5 ,cents per square foot of parcel <br /> being developed, whether or not the property is incorporated into the City, until modified by <br /> amendment of these Methodologies.
