The
Local Wastewater SDC is applied differently to development outside and inside the River
Road/Santa Clara/Highway 99 Area (see Attachment 2 in Appendix D). The detailed analysis,
methods for calculating, and the Cost of Service formula per EDU or PFU for the Local
Wastewater system can be found in Appendix D.
The Local Wastewater SDC for a proposed development outside the River Road/Santa
Clara/Highway 99 Area is determined based on:
n Dwelling Units (DU) for Single Family and Duplex development
n Plumbing Fixture Units (PFU) for other than Single Family and Duplex development (e.g.
Multifamily, Commercial, Industrial)
The Local Wastewater SDC for an existing development outside the River Road/Santa
Clara/Highway 99 Area connecting to the wastewater system for the first time is determined
based on:
n Dwelling Units (DU) for Single Family and Duplex development
D Historic Consumption (monthly average winter water consumption) for development
other than Single Family and Duplex development (e.g. Multifamily, Commercial,
Industrial)
The Local Wastewater SDC inside the River Road/Santa Clara/Highway 99 Area for all
development types (e.g., commercial, residential, etc.), new or existing, incorporated or
unincorporated, is based on: .
D River Road/Santa Clara/Highway 99 Area rate -Local Wastewater SDC Charge (based
on square footage of the building site or lot)
4.2 Regional (MWMC) Wastewater System
The City of Eugene entered into an Intergovernmental Agreement with the City of Springfield and
Lane County which established the Metropolitan Wastewater Management Commission. On
November 26, 1990, the Commission adopted the Regional Facility Equalization Charge which
inGudes a regional administrative charge. In accordance with the agreement, the City of Eugene
must adopt rates and charges not less than those required by the Commission.
The Regional Wastewater SDC is applied by the same method to development regardless of
location either outside and inside the River Road/Santa Clara/Highway 99 Area. The Regional
Wastewater SDC formula for calculating each element and application of the Regional
Wastewater SDC is determined by multiplying the applicable rate per EDU or PFU or historic
consumption, by the unit of measure for the proposed development. The SDC charge will be
based on the greater of calculations using either the City methodologies or the current MWMC
Equalization Fee as adopted by the MWMC Commission. The Regional Wastewater system Cost
of Service formula per DU or EDU or PFU can be found in Appendix D.

March 01, 1997 Methodologies: City of Eugene SDCs Page 8
