S 7
~ ~
Attachment #7 of Exhibit A
- Administrative Order No. 58-97-07-F
2.2 C Iculating the MWMC SDC
The C SDC shall be determined by using the reference data contained in Attachment
4 of thi Appendix D which describes flow estimation units {FEU) and associated.flow and
strengt impacts of various types of development together with the unit cost of flow, BOD,
and If information for a particular development is not found in Attachment 4, it shall be
formul ted using average data of like or similar development as determined by the City
Engine r. For any development, the MWMC SDC is determined by the following formula:
1. M Itiply the estimated gallons per day of flow per FEU, estimated pounds per day BOD
pe FEU, and estimated pounds per day SS per FEU by their respective unit cost;
2. Su these amounts, to derive a total cost per FEU for a specific type of development;
r
3. M Itiply the total cost per FEU for a development type by the number of FEUs for a
de elopment application.
For mo detailed and specific numerical data on FEU calculations, see Table 5. For formula
illustrati ns, see Figure 5 in this Appendix.
2. 1 Process Wastewater
Th MWMC SDC for development that discharges process wastewater to the
wa tewater system will be charged on the basis of the strength of that discharge. The
rat s per FEU for land uses listed in Attachment 4 of this Appendix include process
wa tewater charges. For uses not otherwise listed in Attachment 4 that include process
wa tewater, the MWMC SDC will be calculated by combining the charge for unit of
de elopment for general industrial uses, and adding the charge for the process
wa tewater FEU that matches the strength of the proposed discharge. The strength
cla ses shown in Attachment 4 are the same strength classes used by MWMC in the
us r fee system.
2.2. Regional Wastewater SDCs For All New Development with Annual Average
Dai y Flow Equal to or Greater than 100,000 Gallons, and for Existing Development
Inc easing Flow by or Greater than 100,000 Gallons per Day
Bef re calculating the SDC for any development with an anticipated discharge of
100 000 gallons or more of sewage per day, the Executive Officer of the MWMC (EO)
sha I examine the developments impact on the twenty year schedule of capital projects.
If o e or more capacity-increasing projects will move into the 5-year CIP as a result of
the evelopment, the EO will establish new unit costs (based on the total costs of the
am nded 5-year CIP) upon which SDCs for all development will be calculated. If the
M C SDC rate is modified, the modified fee will be applied to the development that
cau ed the need for the modification and to all future development.
my 7, 1997 City of Eugene SOC Methodology Page D-7
