This charge is a <br /> combin d reimbursement and improvement SDC. The Charge is meant to recoup the <br /> region's investment in reserve sewage treatment capacity and recover an equitable share <br /> of the pital necessary to increase capacity for new development. This charge is imposed <br /> on all n w connections by all new or existing development in the Eugene-Springfield area, <br /> and for xpansion or changes in use of existing development that increase impact on the <br /> MWMC acilities. When recommended by MWMC, the City will adopt amendments to this <br /> method logy pursuant to EC 2.019 and 2.020. <br /> The rei burseme~t fee is based on the current value of the regional wastewater facilities <br /> in place on the date the rate is established. Outstanding debt and any state and federal <br /> grants a e subtracted from this amount to determine the local equity. An analysis of the <br /> regional stewater facilities reveals that there are several individual measures of capacity <br /> which i pact cost and together determine the overall capacity of the regional wastewater <br /> system. These measures of capacity are average flow, peak flow, biochemical oxygen <br /> demand (BOD), and suspended solids (SS). The present capacity of the wastewater <br /> facilities re shown in Table 5. Based upon the regional system analysis, the value of the <br /> regional ystem is allocated to each of these types of capacity, reflected in the percentages <br /> shown i Table 5. Costs per unit of each capacity measurement can be determined by <br /> dividing ach measurements allocation of local equity by its capacity. <br /> The imp vemertt fee is based on the estimated future cost of capacity-increasing projects <br /> included in the MWMC five year capital improvement program at the time the fee is <br /> calculate ,the allocation of that future cost to the capacity measurements, and the amount <br /> of each t pe of capacity being increased for each element. MWMC intends to maintain a <br /> twenty ye r schedule of capital projects and for individual capacity-increasing capital projects <br /> to be sch dined to begin when one or more of the individual measurements of capacity are <br /> estimate to reach 85% of their design.
