The abutting property on both sides of the street is undeveloped. <br /> (j) Emergencies. <br /> ? Emergency vehicle service could be affected by this action as vehicles with a <br /> gross weight of more than five tons will not be permitted on this section of 18~` <br /> Avenue <br /> (k) The public health, safety, and welfare. <br /> ? This action will have a small impact on public safety and welfare but will not <br /> affect public health. Public safety will be improved, as the potential for accidents <br /> ~r "that might be caused by the failure of the bridge will be minimized.
