b ~ <br /> <br /> ` I~ <br /> I <br /> ADMINISTRATIVE ORDER NO. 58-99-06 <br /> ' of the <br /> i I~ City Manager of the City of Eugene <br /> CONCERNING NOTICE OF PROPOSED ADOPTION OF <br /> F ES RELATED TO STREET AND POLE BANNER PERMITS. <br /> The City Ma ager of the City of Eugene finds as follows: <br /> A. ection 2.020 of the Eugene Code, 1971 authorizes the City Manager to <br /> determine an set fees and charges to be imposed by the City for services, goods, use of <br /> municipal pro erty, and licenses and permits. <br /> B. In accordance with the procedures set forth therein, I intend to establish the <br /> Street and P le Banner Fee Schedule as set forth in Exhibit A attached hereto and <br /> incorporated y reference. <br /> C. he fees proposed in Exhibit A reflect the costs associated with scheduling <br /> and coordinat ng requests for banner mounting sites, confirming and/or notifying applicants <br /> of the availab lity of specific mounting sites, processing permits for work within the public <br /> rights-of--way as necessary, and costs incurred by the City if it is required to remove a <br /> banner. <br /> i D. I find that the proposed fees, which were developed after a review of the <br /> i costs, includi g salary, benefits, materials, supplies and indirect costs for employees <br /> performing th above services, are necessary in order to comply with the Council's goal <br /> of recovering the cost of providing such services from the beneficiaries thereof. <br /> On th basis of these findings, I order that: <br /> 1. opies of the Notice be provided to the Mayor and City Councilors, posted <br /> at two locatio sat City Hall, provided to any persons who have requested such notice, and <br /> be made ava table for inspection by interested persons at the offices of the City's. Public <br /> Works Depa ment, Transportation Division, 858 Pearl Street, Eugene, Oregon 97401 <br /> during norma business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive <br /> of :holidays). <br /> 2. II persons desiring to comment thereon shall submit written comments as <br /> set forth in t e Notice. I will thereafter by administrative order establish the fees as <br /> proposed or s modified in response to comments received. <br /> Dated this 14th day of April, 1999. <br /> James R.
