EC 7.305 (3) <br /> 3.D PROTECTIVE MEASURES AND ROUTING OF TRAFFIC <br /> The permittee shall comply with all City traffic control standards including latest editions of Part VI <br /> of the Federal Manual on Uniform Traffic Control Devices (MUTCD), the Oregon Department of <br /> Transportation's Short Term Traffic Control Handbook and the City of Eugene Work Zone Traffic <br /> Control Standards Supplement, and as specified in Section 202 of the Standard Specifications. <br /> NOTE: Bicycle lanes are considered legal travel lanes herein and must be accommodated as such. <br /> It shall be the duty of any person working, cutting, or making an excavation in or upon any public <br /> place to establish and maintain barriers and warning devices necessary for the safety of the workers <br /> and the general public. The Inspector may review the permittee's placement of these barriers and <br /> warning devices. When, in the judgement of the Inspector, additional barricades or warning devices <br /> are necessary, he/she shall so inform the permittee and the permittee shall take prompt action to <br /> comply. <br /> 3.E LANE CLOSURES, WORKING TIME, AND PARKING RESTRICTIONS <br /> Written approval from Transportation Division personnel is required for a permittee either to close <br /> a street travel lane or restrict parking on either an arterial or collector street, or within the downtown <br /> core area. The downtown core area is defined as that area bordered on the North by 5th Ave., on the <br /> South by 13th Ave., on the East by High St. and on the West by Lincoln St. A copy of the written <br /> authorization must be at the work site all times the closure or restriction is in effect. The Inspector <br /> shall have the authority to enforce the conditions stated in the restriction or closure authorization. <br /> Due to the conflicts between traffic and construction work within a street during peak traffic hours, <br /> work on arterial or collector streets, and/or within the downtown core area shall be prohibited during <br /> the hours of 7:15 - 8:15 a.m. and 4:00 - 6:00 p.m. Whenever lane closures on arterial or collector <br /> streets, or within the downtown core area are performed, the permittee shall be responsible for <br /> informing the local media (i.e. major local newspapers, radio stations, and television stations), law <br /> enforcement, fire protection, ambulance, transit agencies, and school districts of the approved <br /> closure. <br /> Reviewing applications and issuing authorizations for lane closures and parking restrictions outside <br /> the above described limits shall be the responsibility of the Inspector.
