The Inspecto provides locate service for certain City-owned facilities. Locating services are <br /> provided in c nformance with ORS and related Oregon Administrative Rules as adopted by the <br /> OUNC in the Standards Manual. Upon receipt of the 2 business day prior notice and before <br /> commenceme t of the work, the Inspector shall endeavor to locate those "locatable" City owned <br /> facilities wit 'n the proposed work area which are on record (i.e., wastewater collection system, <br /> stormwater d ainage system, and certain City telecommunications). The centerline and, when <br /> exceeding tw inches in width, the size of the facility should be marked. Where centerline marking <br /> is not practic ,offset marking or providing as-constructed drawings is acceptable. <br /> The City fac lities located shall be temporarily marked using green paint for wastewater and <br /> stormwater li es, and orange paint for City telecommunications. Where the use of paint is not <br /> practical, a wr tten description of the facility upon wood stakes or providing as-constructed drawings <br /> is acceptable. Once the Inspector has marked the located City owned facilities, the excavator is <br /> responsible f r taking reasonable steps to maintain these marks through the life of their project. <br /> Several oche City work units respond to certain utility locate requests. Due to the specialized <br /> locating equi ment needed, Public Works Transportation Division provides personnel to respond <br /> to locate requ sts for traffic control and street light facilities. When requested by the Inspector, the <br /> Parks Mainte ance Section provides personnel to respond to locate requests for its facilities (e.g., <br /> irrigation sy ems). Locate requests that may impact facilities maintained by the Wastewater <br /> Division are rwarded to appropriate staff in that Division (wastewater pump stations, force mains, <br /> etc.). Locate equests that may impact facilities maintained by the Airport Division are forwarded <br /> to appropriat staff in that Division (excavations within or adjacent to airport property). Locate <br /> requests that ay impact facilities maintained by the Facilities Division are forwarded to appropriate <br /> staff in that D vision (e.g., power conduits in parks, excavations adjacent to City-owned buildings). <br /> Locate reque is that may impact facilities maintained by the Information Services Division are <br /> forwarded to he appropriate staff in that Division (e.g. City communication lines). <br /> 1.E.1 Re ests for Emer enc Locates <br /> An emergen y locate should not be requested unless it involves emergency repairs immediately <br /> required to n existing facility within the public way. The City of Eugene attempts to regularly <br /> monitor inco ing locate requests; however, full-time monitoring is not practical. During normal <br /> business ho s, emergency locate requests for City facilities made through the OUNC are received <br /> and dispatch d through the Maintenance Planning office. The notification center typically calls the <br /> City to ensur that emergency locate requests have been received. Between the hours of 8:00 a.m. <br /> and 4:30 p. emergency locate requests are forwarded to the Inspector. Locates needed outside <br /> this time pe iod may be placed through the OUNC who then must notify the City's after-hours <br /> dispatch by telephone at 682-5111. Response to after-hours emergency locate requests is <br /> coordinated y the Maintenance on-call supervisor.
