cuts made by their staff or contractors and these records are used by the Inspector to submit statistics <br /> to the LUCC and OUCC to assist in tracking utility coordination trends state-wide. <br /> In some situations, including but not limited to, placement of fill material in excess of 24 inches in <br /> depth, trenches less than 15 inches in width, and use of controlled density fill (CDF), private <br /> inspections, reporting, and testing of materials may be required by the Inspector. These inspections <br /> must, at a minimum, meet the current minimum requirements adopted by the City for public works <br /> projects. <br /> 1.D.2 Aut <br /> The Inspector has the authority to order changes in construction technique or issue "stop work" <br /> orders for un-permitted work and non-compliance with the permit conditions or Standard <br /> Specifications, as referenced later herein, if hazardous or improper methods are used. The Inspector <br /> is responsible for field review of the contractor's temporary tral~ic safety measures. These measures <br /> shall be designed to maintain the flow of traffic, and to protect vehicles, bicycles, pedestrians, and <br /> workers during the length of the project. Inspections are scheduled to monitor compliance with the <br /> established Standards. The contractor's work shall be reviewed for progress, proper location and <br /> depth, width of pavement cut, temporary placement of excavated materials, adequately compacted <br /> backfill, proper temporary patching and permanent surface restoration, and, when complete, the work <br /> site cleaning and restoration to its original condition. <br /> The Inspector has the authority to provide interpretation and, when necessary, specific enforcement <br /> of the Eugene Code, APWA Standard Specifications as amended by the City, Traffic Control <br /> Standards*, and other related standards, policies and rules, including those contained herein. This <br /> authority is applicable to all work conducted within the public way and for those people or agencies <br /> undertaking such work. <br /> * Traffic Control Standards include the latest editions of: Part VI of the Federal "Manual on Uniform <br /> Traffic Control Devices" (MUTCD); the Oregon Department of Transportation's "Short Term <br /> Traffic Control Handbook"; and the City of Eugene "Work Zone Traffic Control Standards <br /> Supplement". <br /> 1.E UTILITY LOCATING <br /> The Inspector is responsible for overall coordination of underground utility locating services <br /> provided by the City. The Inspector regularly monitors locate requests placed through the Oregon <br /> Utility Notification Center (OUNC) to the Maintenance Planning office. The Inspector periodically <br /> reviews OUNC information (usually at the beginning, middle, and end of each day) for requests by <br /> other agencies for the location of City-owned underground facilities.
