NOTICE OF INTENDED RULEMAHING <br /> PROPOSED ADOPTION OF 5TORMWATER MANAGEMENT MANUAL. <br /> NOTICE IS HEREBY GIVEN that pursuant to the authority contained in Sections <br /> 2.019 and 9.6790 of the Eugene Code, 1971, the City Manager of the City of Eugene, intends to <br /> adopt the Stormwater Management Manual that: <br /> Contains forms and facility agreements and requires compliance with the following <br /> goals: reducing runoff pollution; controlling and minimizing increases in flows to open <br /> waters in the Headwaters Areas; constructing stormwater management facilities with <br /> designs that include vegetation as a key element and with elements that ensure landscape <br /> plant survival and overall stormwater facility functional success; operating and <br /> maintaining stormwater management facilities with facility-specific O & M Plans; and <br /> reducing oil and grease, toxic hydrocarbons, heavy metals, toxic compounds, solvents, <br /> abnormal pH levels, nutrients, organics, bacteria, chemicals, and suspended solids <br /> generated by identified site characteristics through specific source control methods. <br /> The proposed adoption of the Stormwater Management Manual is necessary in order to <br /> ensure compliance with the goals set forth of Section 9.6790 of the Eugene Code. The proposed <br /> rule and Manual may be reviewed at the Eugene Public Works Department, 858 Pearl Street, <br /> Eugene, Oregon 97401 during normal business hours (9:00 a.m. to 5:00 p.m. Monday through <br /> Friday, exclusive of holidays). <br /> All persons wishing to comment or object to the proposed adoption must submit their <br /> comments or objections to the City Manager, in care of Peggy Keppler Public Works <br /> Department, 858 Pearl Street, Eugene, Oregon 97401, in writing, within thirty (30) days of the <br /> date of the first publication of this Notice, as indicated below, or at the public hearing to be held <br /> on June 8, 2006, at 4:00 p.m. at 858 Pearl Street, Lyle Conference Room, Eugene, Oregon. The <br /> City Manager will then adopt the Stormwater Management Manual as proposed, or as modified <br /> in response to comments received, to become effective immediately upon adoption. <br /> Dennis M.
