• The dispatch centers shall coordinate in accordance with the following protocol:
Interoperability Options/Issues
1. Pre-designate EPD 4 as the metro law enforcement channel for
Eugene & Springfield police departments.
• Dispatchers within City of jurisdiction for incident will be
responsible for facilitating/monitoring radio transmissions
• ICS radio procedures-will be the preferred operating procedure.
Incident commanders will return to the dispatch frequency to
request additional resources, etc.
2. The UHF frequency license currently held in reserve by LCOG
will be pre-designated as the "Command Frequency" for the cities of
Eugene and Springfield.
• Licensing of the frequency 453.925 MHz will be handled by the
City of Eugene.
• .Need to determine coverage and promulgate information for use
by incident commanders.
3. The cities have identified the need to establish cross band
frequencies for future use.
• Springfield PD will hold 2 VHF frequencies (currently used by
Springfield PW)
• Eugene will apply for two UHF frequencies
• An additional contingency for the present could be that
Springfield will cross band one of their new UHF frequencies
(PW) with one of their vacated VHF frequencies for a metro
cross band pair.

Communications Centers Back Up
1. Central Lane CC will pre-designate EPD 4 for SPD back up.
• Example for doing this: SPD loses their two frequencies due to a
hardware failure in the dispatch center or at both
repeater sites.
• In the event that EPD 4 is unavailable, the following frequency
would be an alternative: EPD 5.
9
-
