frequency as appropriate to coordinate multi-agency police response. <br /> <br /> • Abandon Protocol: No effective electronic method has been found to <br /> immediately alert all personnel on-scene of imminent danger. Sonic alerting (air <br /> horn) signals shall be ,used to warn personnel to Abandon immediately. The <br /> signal shall consist of a single long air-horn blast. All response personnel shall <br /> be trained and regularly exercised in the use and meaning of this signal <br /> Specifically: <br /> o In the event that Incident Command, or the Safety Officer, determines that <br /> the incident scene is deteriorating to a point that an "Abandon" order is <br /> warranted, the following procedure shall be implemented: <br /> o An "Abandon" building or area order shall be issued over the radio on all <br /> tactical and command frequencies. . <br /> EXAMPLE: "Command with emergency traffic, all personnel shall <br /> abandon the building immediately. " <br /> o Command shall instruct a fire company (or other apparatus with <br /> appropriate equipment) on scene to activate their apparatus air horn for <br /> one long continuous blast of fifteen (15) to twenty (20) seconds. The <br /> "Abandon" building or area signal shall then be followed by another <br /> "Abandon" building or area announcement made over all tactical and <br /> command frequencies. <br /> o All divisions, groups, and units operating as a single resource shall be <br /> .contacted by Command on the appropriate tactical frequency to confirm <br /> that the "Abandon" order has been understood.. Divisions, groups and <br /> units will then exit the area as a group without regard for their equipment <br /> which shall be left in place due to the urgent need to leave the area.., <br /> o All divisions, groups, and single resources shall then report to Command <br /> on their assigned tactical frequency as soon as they have safely exited the <br /> -area. It shall be the division, group or single resource leader's <br /> responsibility to continue transmitting this. information every twenty (20) to <br /> thirty (30) seconds until acknowledged by Command. <br /> o Command shall then initiate a Personnel Accountability Report (PAR) to <br /> ensure that all personnel are accounted for and report this fact to Fire <br /> Dispatch for the record. <br /> o If a division, group, or single resource fails to acknowledge the "Abandon" <br /> order, Steps 1 and 2 above shall be repeated. If this fails to account for <br /> the company, a search plan shall be immediately developed, .and.. if <br /> conditions permit, initiated. <br /> 8 <br /> <br />
