<br /> Interoperability Protocols <br /> • Each agency shall use the Integrated Command Structure {ICS), which is an <br /> integral part of the National Incident Management System (NIMS.) The following <br /> terminology follows the.. ICS standard. <br /> • The Incident Commander, or Unified Command as appropriate, may activate and <br /> deactivate interoperability protocols as necessary. <br /> • 453.925 MHz is the interagency command frequency. It may be used in <br /> accordance with the following protocol: <br /> • ACTIVATION <br /> The interagency command radio channel may. be activated by an incident <br /> commander where they feel that having an interoperable command frequency <br /> would benefit an operation. <br /> The incident commander will notify the communications section that the <br /> frequency is being activated, and any conditions or special considerations. <br /> This information will be given to all supervisory and command personnel <br /> involved in the incident. <br /> • PARTICIPATION ON CHANNEL <br /> The intent of the frequency is to allow for organizational and administrative <br /> communications regarding an incident and should not be used for operational <br /> traffic. Any emergency discipline may utilize the frequency. <br /> • Methods to provide cross agency interoperability include designating an <br /> interoperability channel and letting command units communicate directly and/or <br /> tie a VHF and a UHF channel together at one of the dispatch consoles. <br /> • Planned events involving agencies from each city shall describe the <br /> communications protocols to be followed. An ICS Radio Communications Plan <br /> :.shall be used to provide information on all radio frequency assignments for each <br /> operational period in one location. Responsibility for this plan is with the <br /> Communications Unit Leader: The information is given to the Planning Section <br /> Chief. Refer ICS form 205e 10/99 for format. <br /> Fire units are assigned appropriate command and tactical frequencies of time of <br /> dispatch. Additional frequencies may be requested by command personnel and <br /> can be assigned by dispatch as necessary. <br /> Police units, may be instructed by dispatch to switch to another agency's <br /> 7 <br /> <br />
