This pest is a significant <br /> threat to Portland's urban forest and the vegetation of Forest Park. Failure to <br /> control it will result in extensive economic and environmental damage. Our <br /> understanding is that the Oregon Department of Agriculture plans for three aerial <br /> applications of the biological insecticide B.t.k. to be made by helicopter from late <br /> April.through the middle of May. . <br /> The City ofPortland is supportive of allowing helicopters to operate at lower <br /> altitudes than normal to accommodate the project as the studies have indicated <br /> that this me#hod is safe and is the most effective and only practical means of <br /> treating the target area.
