Jackson County has stated that <br /> it "does not believe that county lands are congested" and therefore, county <br /> approval is not needed (see attached March 29, 2001 letter from Jackson <br /> County). Therefore, the City is being asked by the Department to grant <br /> this approval. <br /> The Btk insecticide proposed for spraying, is described in literature provided <br /> by the Department of Agriculture as a "biological insecticide containing a <br /> nationally occurring bacterium which specifically attacks only the <br /> caterpillar stage of many moths and butterflies. Ingestion of leaves treated <br /> with Btk suppresses the caterpillars' appetites and slows movement. <br /> Caterpillars generally die within several days." <br /> The Department states that this same insecticide has been used in many urban <br /> and rural areas in Oregon. Its belief is that aerial applications are the only <br /> practical and economical means of treating the subject property. Three <br /> applications, which will be at first light by helicopter at seven to fourteen <br /> day intervals, aze being proposed. Residents of the azeas will be notified <br /> by mail of the dates of spraying directly by the Department of Agriculture. <br /> Department staff will be present at the meeting to make a presentation and <br /> answer questions concerning this proposal. <br /> ~r~ <br /> <br />
