• At the present time, repair work requiring three shifts sometimes means that our
customers are without their equipment/vehicle for two of their working shifts.
A 3`d shift could mean that their equipmentlvehicle would only be out of
service for one of their working shifts.
• At the present time work requiring two shifts requires that our customers are without their
equipment/vehicle for one of their working shifts.
A 3rd shift could mean that there would be no out of service during their
working shifts.
One concern is parts availability. During the 3rd shift, the parts counter person would-be
responsible for parts acquisition through our internal parts supply or through our vendors until
midnight then the fleet lead worker would accept this responsibility. We are currently developing
an after f
ours vendor parts supply list. In most cases vendors are not open after normal business
hours, and we would expect to pay a premium cost for these parts. By making prior
arrangements, vendor employees would respond to our needs after hours and we would incur an
additional cost for employee time or as a flat fee. We do not anticipate that there will be a great
need for this service as parts for ongoing projects will be ordered and delivered during the l~ and
2nd shifts. We would also monitor and adjust our current part stocking policies to ensure that we
have what is needed on hand. We are currently researching the need to contract for pick up and
delivery service of parts. We anticipate this will aid us in controlling costs and allow our parts

personnel to be at the service counter for any new service issues that arise.
Plan:
To better serve our customers and complete our re-organization process, we are instituting a 3cd
shift. We anticipate an increase in production and a substantial decrease in operational down

time for our customers, as well as an increase in the availability of our Fleet Services operation
for drive-in repairs. We expect to see the most significant improvement in the Preventive
Maintenance area as we will be able to schedule these services during our customers' non-use
hours. Over the years the number of equipment/vehicles repaired and maintained by Fleet
Services has increased significantly. This has created incidents of overcrowding on our shop
floor. We expect that the creation of a 3`d shift will aid in reducing overcrowding and result in
more efficient operation. An additional benefit with the creation of a 3rd shift would be available
staff beyond 11:00 pm on Friday nights as our services would continue until 7:00 Saturday
morning.
Actions:
We are going to create the 3`d shift with existing personnel from both Fleet and Parts staff. We
plan to have five (5) technicians on the 3rd shift and six (6} technicians on the 2"d shift in the.
original start up and increase the number of technicians on the after hours shifts through attrition
and hiring. By adding technicians to the after hours shifts, we will be able to address the
increasing need for off site services at WWTP, Fire Stations (for minor repairs) and the Airport,
lessening the inconvenience to those customers transporting their vehicles. Our 2nd shift will be
Page 2 of 6
